Description

The Memorandum of Understanding (MOU) is a major policy initiative of the Indian Government towards its public enterprises. Currently more than 100 of the largest public enterprises, accounting for approximately 95 percent of the total public sector turnover in India, sign MOUs with the Government.

The concept of the MOU is very straightforward. Essentially, it is a contract between the Government and a public enterprise in which the two parties come to a mutual understanding regarding the targets to be fulfilled by the public enterprise and the corresponding obligations of the Government which are considered essential to ensure the fulfillment of these targets. It is also referred to as Performance Contract, performance Agreement, Contratos de Rendemientos, etc. in different parts of the world. However, curiously enough, there is tremendous misunderstanding regarding this important subject. A major reason for this lack of public discussion is the fact that there is hardly any material available on MOUs. This book was the first of its kind on this important subject. It brings together a rare collection of reading dealing with the international experience with MOUs.

The book is divided into seven sections. The first one presents an overview of the conceptual and empirical issues relating to MOUs. The subsequent sections deal with the experience of MOU type approaches in France, Senegal, Pakistan, Korea and Bangladesh. The last section documents the Indian experience with regard to the design and implementation of MOUs.

Using his vast experience and familiarity with the public enterprise literature, Professor Prajapati Trivedi has carefully selected a set of papers and documents that have become essential reading for policy makers, academicians and public enterprise managers dealing with MOUs, not only in India but around the world.

Delve into the pioneering work on public enterprise reform with "Memorandum of Understanding," a seminal book by Prajapati Trivedi. Published in 1990 by International Management Publishers, this hardcover edition offers an in-depth exploration of the Memorandum of Understanding (MOU) policy initiative, a cornerstone of the Indian Government's efforts to enhance the performance of its public enterprises. Despite being written over three decades ago, the insights within remain remarkably relevant to contemporary discussions on public sector management and strategic planning. This comprehensive volume, spanning nearly 900 pages, provides a rare and insightful look into the theoretical underpinnings and practical applications of MOUs. At the time of its publication, information on MOUs was scarce, making this book a groundbreaking contribution to the field. Trivedi's work meticulously compiles international experiences and best practices, offering a comparative analysis of MOU-type approaches implemented in various countries, including France, Senegal, Pakistan, Korea, and Bangladesh. The book's central premise revolves around the MOU as a performance contract, a mutual agreement between the government and a public enterprise. This agreement outlines specific targets the enterprise must achieve, alongside the government's corresponding obligations to facilitate that achievement. Trivedi masterfully navigates the complexities of this framework, addressing common misconceptions and providing clarity on its implementation. "Memorandum of Understanding" is thoughtfully structured into seven sections, beginning with a comprehensive overview of the conceptual and empirical issues surrounding MOUs. Subsequent sections delve into the experiences of different nations, highlighting both successes and challenges in their respective approaches. The concluding section focuses specifically on the Indian experience, documenting the design and implementation of MOUs within the Indian context. Prajapati Trivedi, drawing on his extensive experience and profound understanding of public enterprise literature, has curated a collection of essential readings for policymakers, academics, and public enterprise managers worldwide. While the book specifically addresses the Indian context, its broader lessons on performance management, strategic planning, and government-enterprise relations hold universal value. This book is an invaluable resource for anyone seeking to understand the intricacies of public sector reform and the role of performance-based agreements in driving efficiency and accountability. This is a must-have addition to any collection focused on Business & Money, Management & Leadership, Systems & Planning, Processes & Infrastructure, or Strategic Planning. A truly unique resource, written in Hindi, offering unique insights and perspective from a key figure in the development of these reforms. Despite its age, the fundamental principles discussed are timeless and applicable to modern governance challenges. A collector's item and a vital resource for understanding the evolution of public sector management.
